Negotiations that began last fall and continued with a mediator present since January are now ended.
The union set a deadline of 11:30 AM to reach agreement or, alternatively, said they would take the University offer that was presented at that time to employees for a vote.
There was a last-minute flurry of activity on Tuesday and Wednesday. The union changed or withdrew several of its proposals and the university responded by removing several of its own proposals and improving its counter offers.
York’s best offer presented to CUPE 3903
At 10:15 this morning York University presented its final offer to CUPE 3903 Units 1, 2, and 3, representing teaching assistants, contract faculty and graduate assistants.
Substantial improvements over previous contracts
The attached summary sheets show all of the changes to the existing collective agreement proposed by York University in its effort to obtain renewal agreements without a strike.
CUPE 3903 total compensation would continue to lead
The University has increased health benefit funds, other employee funds, implemented LGBTQ as an equity group, updated equity language and much more.
The offer includes wage and funding increases in each year of the collective agreement with 2.1%, 2.2% and 2.3% and ensures that total compensation for CUPE 3903 members would continue to lead all other Ontario universities.
Our proposal also creates a minimum of eight (8) full-time faculty positions in each of the next three years, with two of those as conversions to tenure stream faculty and six of those as Special Renewable Contracts. The University’s SRC proposal is subject to YUFA’s approval.
This is in addition to an increase in the total number of Long Service Teaching Appointments in the CUPE 3903 Unit 2 collective agreement, which guarantee a minimum of three courses per year for three years, from 60 to 75.

Offer to go to arbitration stands
On the issue of tickets / course directors and the conversions program, the University has indicated that if the Union does not agree with its offer then these issues could proceed to an interest arbitrator. While the Union has indicated to us that it will not take the agreements to arbitration, we hope that they might be prepared to use that process in a limited manner to prevent a labour dispute.
With arbitration, there would be no need for a strike. An independent third party would decide what’s fair and make a binding decision.
